<p>Police were called to an address in Portland Street at 11.48am on Sunday, June 16, after reports that a body had been found.</p>
<p>Officers attended the scene and recovered the body of a 33-year-old local man. </p>
<p>At this stage the death is being treated as unexplained and officers are carrying out enquiries in the area. </p>
<p>A post mortem will be carried out on Wednesday, Lincolnshire Police <a href="http://www.lincs.police.uk/News-Centre/News-Releases-2013/Body-Found-Portland-Street-Lincoln.html" target="_blank">said in a statement</a>.</p>
<p>Anyone with any information on the death can contact DI Suzanne Davies via the non emergency 101 number, or call Crimestoppers anonymously on 0800 555 111.</p>

<p>The <em><a href="https://www.facebook.com/parkinginlincoln" target="_blank">Parking like a t**t in Lincoln</a></em> page only surfaced this week, and garnered more than 4,300 fans.</p>
<p>The 21-year-old page administrator, who wished not to be named, told The Lincolnite: &#8220;I set up this page because it is one of those daily occurrences that annoys everybody and setting up a page like this is just a fun way to highlight this issue. </p>
<p>&#8220;It&#8217;s also great fun because some of the photos sent in are truly comical. The page was set up midnight June 17 and so has been going just over a day now and already has over 4,300 likes.</p>
<p>&#8220;The people that send in pictures are of all ages and all backgrounds. At first I thought it would be largely students that got behind it but the reponse from the general public has been overwhelming,&#8221; he added.</p>
<p>The Lincolnite collated some of the best examples on the page, and you can visit the page too for more photos.</p>

<p>The incident happened just before midday on the A15, between the turn off to Ingham and the turn off to Spridlington.</p>
<p>A lorry overturned and shed its load of tarmac all over the road. As a result both lanes have had to be closed and diversions are in place.</p>
<p>The driver of the lorry sustained minor injuries and was taken to hospital.</p>
<p>Motorists are asked to avoid the area and it is anticipated that the road will remain closed for several hours in order for the road to be cleared and the lorry to be recovered.</p>
<p>Delays in the area are expected throughout the day ahead of preparations for the Lincolnshire Show.</p>

<p>There are currently 33,000 green waste bins in the city collected on a two-week collection cycle throughout the year.</p>
<p>The number of sign ups has been steady since opening on May 21, with the number of bin orders peaking at 1,349 in one day.</p>
<p>The charge is so the council can save £1 million from its budget this year, with further cuts in government grants of over £3 million by 2016/17.</p>
<p>The council’s cost of delivering the current “free at point of use” green waste collection service for the financial year 2012/13 has been £442,500.</p>
<p>As the service is opt-in, residents wanting to keep their bin will need to register with the City of Lincoln Council via&nbsp;<a href="http://www.lincoln.gov.uk/green" target="_blank">www.lincoln.gov.uk/green</a>.</p>
<p>If you decide at a later date to sign up to the collections they will already have the bin ready to go.</p>
<p>However, if the bin is collected by the council and the person decides to opt in at a later date they will be charged £10 to have a new one delivered.</p>
<p>People are also being reminded that they have the option to share a green bin service with a friend or neighbour &#8211; meaning they can also share the cost. </p>
<p>To mark households that paid for collections, a first batch of bin stickers will be posted out in the third week of June, the council said.</p>
<p>Council Leader Ric Metcalfe said: &#8220;It is great to see the people of Lincoln supporting this excellent service.</p>
<p>&#8220;The money that comes in from this scheme will help to offset the costs of providing these collections.</p>
<p>&#8220;There is still plenty of time to sign up and at just 50 pence per week we feel this is good value compared to the alternatives.&#8221;</p>
<p>North Kesteven District Council (NKDC) and South Kesteven District Council have also agreed recently to begin charging £25 per year for garden waste collections.</p>
<p>In North Kesteven, 53% of residents have opted into the green bin scheme.</p>
<h2>Green waste charge reactions</h2>
<p>The Lincolnite asked its Facebook community whether they have signed up or not to the scheme. Here are some of the answers (<a href="https://www.facebook.com/thelincolnite/posts/557361814303282" target="_blank">read the full thread</a>).</p>
<p>Hannah Lawler said she did sign up: &#8220;Didn&#8217;t want to pay it, but because I have lots of trees and grass I need the green bin. Paying all we do for council tax and not really getting much back I don&#8217;t see why they need another £25 a year for it. I&#8217;m sure pretty soon we will be paying extra to have the other bins emptied too. That&#8217;s when fly tipping will get worse!&#8221;</p>
<p>Vicky Galbraith also signed up: &#8220;In fact we&#8217;ve bought an additional bin and chose to pay for two to be emptied. With a large garden, it is a small price to pay for the convenience of having it emptied instead of taking waste to the tip. Plus, our garden has never been so tidy; no way are we paying for a service and not using it.&#8221;</p>
<p>Brendan Lawlor said he didn&#8217;t sign up: &#8220;We only have a small garden so for the sake of a few grass cuttings and some weeds we are going to purchase a compost bin. Better for the environment and my wallet in the long run.&#8221;</p>
<p>Charlie Byrne commented: &#8220;It would cost me more than £25 a year in fuel and time if I took it to the tip. I don&#8217;t agree with it, but feel its a necessary evil.&#8221;</p>
<p>Yet for Kate Beckers it would be cheaper to drive to the tip: &#8220;I haven&#8217;t signed up for it as it will be cheaper for me to visit the tip with my green waste every couple of months. I don&#8217;t garden in the winter months.&#8221;</p>
<p>Janice Waudby also did the maths: &#8220;Let&#8217;s be realistic, I object to paying it too but break it down: even if you only use it for six months of the year, it actually works out at less than £1 a week. I cannot run my car to the tip for that.&#8221;</p>
<p>Dean Shackleton added: &#8220;I will not be paying it unless the the council are going to be willing to pay me to pick up and clear all the branches and leaves that fall in our garden. Either that or remove them, then maybe I will consider it.&#8221;</p>
<p>Steve Woodcock concluded: &#8220;Although it&#8217;s another £25 out of the household budget, I can&#8217;t see a cheaper option. Also, as long as only the paid up bins are emptied, I guess I will be happy&#8230;ish.&#8221;</p>

<p>As <a href="http://thelincolnite.co.uk/2013/06/no-confirmed-plans-for-second-anti-mosque-protest-in-lincoln-say-police/" target="_blank">previously reported</a>, the group notified of the event plans on its Facebook page, but Lincolnshire Police said on Monday there were no solid plans for the protest.</p>
<p>On Tuesday morning Chief Superintendent Lee Freeman said in <a href="http://www.lincs.police.uk/News-Centre/News-Releases-2013/UPDATE-Reports-of-a-Further-Protest-in-Lincoln.html" target="_blank">a statement</a>: &#8220;Having liaised with our officers, the East Anglian Patriots have withdrawn their publicised statement on a possible demonstration in Lincoln on August 17.</p>
<p>&#8220;We will now continue a dialogue with the group to establish their intentions. </p>
<p>&#8220;Should they decide to go ahead with a peaceful protest in the city, we will negotiate arrangements that recognise their legal right to do so, balanced by the impact such events have on or local communities.&#8221;</p>
<p>The event notification on the EAP Facebook page has been removed.</p>
<p>Upon cancellation of the event, the EAP said on Facebook: &#8220;Our next demo on August 17 has been cancelled as we need to look at dates and football fixtures so they don&#8217;t clash.</p>
<p>&#8220;We are in negotiations with the police to find a date so we can march through Lincoln. We will be in Lincoln for a march very soon,&#8221; the poster signed NS wrote.</p>
<p>The event poster said: “Once again we are heading back to the city of Lincoln to give our support to locals who have had their voice and opinions silenced by the council to satisfy a hand full of muslims.</p>
<p>“The building of a mosque on the site of Old Boultham Park dairy goes against everything the locals desire or want, and again it’s another case of Islamic appeasement and furthering Islamic encroachment on British society,” the poster continued.</p>
<p>There were no arrests at the June 8 demo.</p>

<p>The group posted on its Facebook page that it is planning to organise a second protest in the city on August 17, called <em><a href="https://www.facebook.com/events/155604401291522/" target="_blank">Lincoln Demo &#8211; The Return</a></em>.</p>
<p>&#8220;Once again we are heading back to the city of Lincoln to give our support to locals who have had their voice and opinions silenced by the council to satisfy a hand full of muslims,&#8221; the EAP event poster says.</p>
<p>&#8220;The building of a mosque on the site of Old Boultham Park dairy goes against everything the locals desire or want, and again it&#8217;s another case of Islamic appeasement and furthering Islamic encroachment on British society,&#8221; the poster continued.</p>
<p>Lincolnshire Police Chief Superintendent Lee Freeman said: &#8220;There are no confirmed plans for a further protest by the East Anglian Patriots in Lincoln.</p>
<p>&#8220;Our staff will liaise with the group should they approach us with any proposals.</p>
<p>&#8220;We have a duty to facilitate peaceful protest, but it is important that we balance that obligation with the impact of such events on our communities.</p>
<p>&#8220;That balance will form the focus of any discussions we have with any groups wishing to protest in Lincoln City Centre,&#8221; Chief Superintendent Freeman added.</p>
<p>On June 8 around 250 anti-mosque protestors were in the Lincoln City Square area, while around 100 people took part in the counter-demonstration in Cornhill.</p>
<p><a href="http://thelincolnite.co.uk/2013/06/lincoln-anti-mosque-and-counter-protests-proceed-peacefully/" target="_blank">Both peaceful demonstrations</a> had several people speaking for their cause, though the two groups almost clashed twice near Cornhill, where chants and shouts were exchanged.</p>
<p>No arrests were made at the June 8 demo.</p>
<p>Lincoln &#038; District TUC, who organised the anti-racism demo in Lincoln, is also holding a <a href="https://www.facebook.com/events/451243701638474/" target="_blank">public meeting on June 26</a> to discuss launching a broad anti-racist group locally, electing a steering committee, and discussing a further demonstration against the EAP if they return to the city.</p>

<p>Computer models estimate the project is set to improve journey times in the area at an average of two minutes in an hour.</p>
<p>The scheme is the first in the country to receive a&nbsp;£1.3 million government grant and set for completion this year, with almost £700,000 from Lincolnshire County Council in additional funding.</p>
<p>The junction with Brant Road will be widened and improved, and a dedicated &#8216;turn left&#8217; lane will be put in place to enable motorists to turn onto Newark Road.</p>
<p>A new shared cycle and footway will be built along Newark Road and a section of Brant Road as well, while the Brace Bridge, spanning River Witham, will be waterproofed and repaired.</p>
<p>There will be a new toucan crossing to Hykeham Road and on Brant Road, while the toucan crossing before the junction with Rookery Lane will be removed.</p>
<p>The entire carriageway will be reconstructed (instead of just resurfacing), as the current surface has reached the &#8216;end of product life.&#8217; Fitzgerald Contractors will carry out the work.</p>
<p>The work will take place in two stages, with signed diversions set for each phase. They will be updated on the <a href="http://www.lincolnshire.gov.uk/residents/transport-travel-and-roads/highway-improvement/projects-in-construction/newark-road/rookery-lane/brant-road/hykeham-road-junctions-improvements/116308.article" target="_blank">Lincolnshire County Council website</a>.</p>
<p>In the first phase from July 8 to September 20, there will be a right turn ban on and off Brant Road to Newark Road, with temporary traffic lights in pace on Newark Road at the bridge.</p>
<p>The second phase runs from September 23 to November 22 and includes a right turn ban on and off Hykeham Road and Rookery Lane onto Newark Road.</p>

<p>Councillor Richard Davies, Executive Member for Highways and Transportation at Lincolnshire County Council, said:</p>
<p>&#8220;The junctions with Rookery Lane and Brant Road are often extremely congested, especially at rush hour, and you can be stuck in traffic for what seems like an eternity. </p>
<p>&#8220;Removing this bottle neck will unblock congestion on Newark road, but it will alleviate problems in other areas of the city too.</p>
<p>&#8220;There&#8217;s no getting away from the fact that the work will cause some disruption, but I am sure that local people will be pleased to hear that it&#8217;s going ahead. </p>
<p>&#8220;Not only will motorists benefit from reduced journey times, particularly travelling westbound out of the city centre, but pedestrians and cyclists will gain from improved facilities too.</p>
<p>&#8220;Investing in these schemes shows that both the council and the government are serious about creating jobs in Lincoln and accelerating growth where it is needed most.&#8221;  </p>
<p>Lincolnshire County Council also submitted to the Department for Transport another bid for improvements in the Canwick Road &#8211; South Park Avenue &#8211; Washingborough Road South area, with a response expected by the end of the summer.</p>

Photo: Lincolnshire Police" /><br /><p>A dangerous sex offender from Lincoln was jailed for seven years for an attack on an eight-year-old girl in the city.</p>
<p>Scott Owen (29), formerly of Willow Tree Close in Lincoln, was found guilty of assault on a child under the age of 13 by a jury at an earlier hearing. </p>
<p>He had also pleaded guilty to outraging public decency at an earlier date and was given a 10 year Sexual Offence Prevention Order.</p>
<p>The court heard that the <a href="http://thelincolnite.co.uk/2012/05/man-arrested-over-sexual-assault-of-lincoln-school-girl/" target="_blank">attack took place</a> on the junction of Newark Road and Manby Street in May 2012. </p>
<p>The offender sexually assaulted the child as she waited for a bus.</p>
<p>Lincolnshire Police Sergeant Tim Wilkinson said: &#8220;This was an extremely serious offence which has profoundly affected the people involved. </p>
<p>&#8220;Owen is a very dangerous offender and he will now spend a significant amount of time behind bars.</p>
<p>&#8220;This case demonstrates the professionalism and dedication of the specialist officers in Lincolnshire Police&#8217;s Emerald Team and we hope this conviction and sentence shows our commitment to tackling sexual violence in our communities.&#8221;</p>
<p>On sentencing Scott Owen, Judge Morris thanked a member of the public who had been a key witness during the early part of the investigation and had assisted in the identification of Owen.</p>

<p>The city MP says many pensioners depend on their Basic State Pension to pay their bills and to put food on the table.</p>
<p>He said Labour have chosen to cap pensions rather than benefits, meaning the Basic State Pension would be £234 less a year by 2017/18.</p>
<p>Karl McCartney said: “Now we know that when Labour say they would cut welfare, what they really mean is they would choose to cut the Basic State Pension over capping benefits.</p>
<p>“This would take £234 a year away from 18,130 pensioners in Lincoln – people who have worked hard all their lives.</p>
<p>“This is about a simple choice: the Conservatives want to reward pensioners. Labour want to punish them,&#8221; he added.</p>
<p>Lincoln Labour&#8217;s MP candidate for 2015 Lucy Rigby said: &#8220;Contrary to what Mr McCartney says, Labour have committed to capping the cost of welfare.</p>
<p>&#8220;Ed Miliband made a speech on this topic two weeks ago and it was widely reported. Labour also said we would keep a &#8216;triple-lock&#8217; on pensions, meaning that the state pension will rise by whichever is highest out of inflation: average earnings or 2.5%. </p>
<p>&#8220;I assume Mr McCartney is referring to Labour&#8217;s plan to save money by stopping richer pensioners receiving the Winter Fuel Allowance. </p>
<p>&#8220;In my view, this is sensible given the dire state of the public finances. It is certainly more fair to stop benefits going to those who can afford it, than to impose a cruel bedroom tax at the same as giving millionaires a tax break,&#8221; she added.</p>

<p>The first phase of the £22 million regeneration project at Lincoln Castle sees the south curtain wall tour completed, and <a href="http://thelincolnite.co.uk/events/lincoln-castle-east-wall-tour/" target="_blank">people can get on tours</a> during the 1,000 Years of Traditional Crafts event on June 22 and 23. People will be able to take a complete tour of the walls once all work is completed in 2014.</p>
<p>During the works at the castle, archeologists also found the <a href="http://thelincolnite.co.uk/2013/05/archaeologists-find-church-remains-under-lincoln-castle/" title="Archaeologists find church remains under Lincoln Castle" target="_blank">remains of a Saxon church</a> within, so there will also be tours with the archaeologist and a display of the finds. The Victorian male prison which closes for restoration in mid July will also be open, as will the new Heritage Skills Centre.</p>
<p>Mary Powell, Tourism Development Manager at Lincolnshire County Council, said: &#8220;This is very exciting, as we never had access to this side of the wall before. After the 1,000 Years of Traditional Crafts event we&#8217;ll be doing guided tours only, as it is a very constrained site with all the work here, and we want visitors to be safe.&#8221;</p>
<p>Richard Carlton, the Site Manager from Robert Woodhead Limited, said: &#8220;This was phase one of the project. We brought back Lucy Tower to its former glory, all the stone work has been replaced. There will also be a lift shaft near the east gate, built out of Corten steel, which looks like rust, but it&#8217;s not obviously. It&#8217;s a nine-metre tower with a spiral staircase and there will also be a walkway overlooking the Cathedral.&#8221;</p>

<p>This incident took place between 9pm on June 6 and 9am on June 9 at an industrial unit off Monks Way in Lincoln.</p>
<p>Swords were stolen from two separate units out of the three units that were targeted in this period.</p>
<p>Offenders broke in through a fire exit and stole martial arts weapons.</p>
<p>Police are appealing for anyone who witnessed any suspicious activity in the area to get in touch. </p>
<p>They are also appealing for anyone who sees the weapons on sale, or who is offered them, to get in touch immediately.</p>

<p>Some 22 property landmarks from the original London board are <a href="http://thelincolnite.co.uk/2013/05/monopoly-lincoln-edition-board-game/" target="_blank">getting a Lincoln theme</a>, with the Castle, Cathedral, the universities and <a href="http://thelincolnite.co.uk/2013/05/lincoln-level-crossings-on-the-board-as-monopoly-man-gets-stuck-at-barriers/" target="_blank">even the level crossing</a> vying for a spot on the board.</p>
<p>Peter Griffin, Monopoly Development Director for Winning Moves UK, who are producing the board under licence from Hasbro, said:</p>
<p>&#8220;We have been absolutely spoilt for choice. But there have been hardly any suggestions for an Old Kent Road equivalent.</p>
<p>“Perhaps the city is just too posh?&#8221; he said.</p>
<p>Other places in Lincoln with many votes were the football club, the city&#8217;s universities, and the level crossing. </p>
<p>A shopping centre in the city could be Oxford Street while a hotel could be Park Lane.</p>

<p>The incident took place at around 9.20pm on board a train at Lincoln Central station on April 15. </p>
<p>A 56-year-old man from Newark, boarded the train at Lincoln and placed his jacket, containing his wallet with his bank cards, PIN number details and rail tickets, in the rack above his seat.</p>
<p>He then left his seat briefly and when he returned noticed it was missing. </p>
<p>By the time the theft had been reported to police, and the cards were cancelled, over £2500 had been spent on the victim’s card.</p>
<p>British Transport Police <a href="http://www.btp.presscentre.com/Media-Releases/Over-2500-spent-on-cash-card-stolen-from-train-in-Lincoln-CCTV-image-of-man-believed-to-have-link-215d.aspx" target="_blank">launched an investigation</a> and traced the cards usage to a number of outlets where CCTV footage was then seized and viewed.</p>
<p>From the footage officers were able to identify a man who they would like to speak to, as they believe he will have information which will assist the investigation into the theft.</p>
<p>Officers believe the man may have links to the Nottingham, Derby or West Yorkshire areas.</p>
<p>Investigating officer, Detective Constable Lee Parsons said: &#8220;We take the theft of passenger property extremely seriously and one of our primary policing objectives is to reduce the number of people who become a victim.</p>
<p>“Always keep your belongings close by, check them regularly and be extra vigilant when your train stops at a station. It may seem obvious but do not keep your pin number written down close to your card, try to memorise one if at all possible.</p>
<p>“If you move to another carriage, take your valuables with you – never leave them unattended and report any suspicious behaviour to staff or a police officer immediately.&#8221;</p>

<p>Benjamin Flatters, 22, originally from Swineshead, near Boston, was arrested in Lincoln and charged with an offence of malicious communications in May.</p>
<p>He appeared at Skegness Magistrates&#8217; Court on Wednesday and was sentenced to 14 days in prison.</p>
<p>Flatters was arrested in the city after Lincolnshire Police were notified of malicious messages allegedly sent by him via the social networking website.</p>
<p>He first appeared in court in Lincoln, where he was <a href="http://thelincolnite.co.uk/2013/05/man-in-lincoln-court-over-malicious-facebook-messages/" target="_blank">charged with six other offences</a> relating to social media communications, and had two subsequent hearings in Skegness.</p>

Zoom image" /><br /><p>Lincoln based artist Greg Kapka has been selected to exhibit at the National Portrait Gallery in London as part of the BP Portrait Award exhibition.</p>
<p>Running from June 20 to September 15, <a href="http://www.npg.org.uk/whatson/exhibitions/bp-portrait-award-2013.php" target="_blank">the exhibition</a> showcases 55 of the most outstanding and innovative new portraits from around the world.</p>
<p>This year’s show includes the Grimsby-born artist’s painting <em>Heterochrome</em>, which is a portrait of another Lincolnshire based artist, Fraser Scarfe.</p>
<p><a href="http://gregkapka.wordpress.com" target="_blank">Greg Kapka</a> painted the portrait after the two held the <a href="http://lincolncathedral.com/events/art-exhibition-the-shire-seen/" target="_blank">The Shire Seen</a> exhibition at Lincoln Cathedral last summer.</p>
<p>The painting has been selected from over 2,000 entries and it will also be used to promote the exhibition on the front of the National Portrait Gallery itself and on the cover of this year’s exhibition catalogue.</p>
<p>Greg said: &#8220;I&#8217;m overwhelmed to have a portrait of mine exhibited in the National Portrait Gallery, especially as part of this competition which any serious portrait painter in the world knows about and aspires to. </p>
<p>&#8220;And whilst I didn&#8217;t receive either of the two prizes &#8211; just getting exhibited is prize enough &#8211; the fact that they used my painting for the book cover and promotion feels like winning anyway!&#8221;</p>

<p>Greg explained <em>Heterochrome</em> was &#8220;painted with oils on panel using the traditional realism techniques of the old masters, along with a little &#8220;trompe l&#8217;oeil&#8221; style painting [which means: "to fool the eye"] for the bits of paper and train ticket in the upper left corner of the picture which almost makes you want to reach out to them and pick them up.&#8221;</p>
<p>From September, the exhibition goes on tour for a year throughout the British Isles.</p>

<p>She is taking up the role from September, and prepare over the next year for the opening of the £7.5 million college for 14 to 19-year-olds.</p>
<p>A bespoke building will be built for the UTC at the rear of the Grade II listed Greestone Centre, off Lindum Road. </p>
<p>The University of Lincoln currently uses the site as part of their art school but are scheduled to vacate the property this summer.</p>
<p><a href="http://thelincolnite.co.uk/2013/04/lincoln-university-technical-college-designs-unveiled/" target="_blank">The site development</a> is fully funded by the government, while the college will be developed and supported by Lincoln College, the University of Lincoln and Siemens.</p>

<p>Speaking to <em>The Lincolnite</em>, Dr. Rona Mackenzie said: &#8220;The Lincoln UTC is an exciting new venture and a unique opportunity for students, the Lincolnshire engineering industry and for me as a leader in education. </p>
<p>&#8220;I am passionate about science and engineering and I am highly driven to provide an education designed to meet the needs of young people and their community industries.</p>
<p>&#8220;One of my first priorities is to raise awareness across the full region, to link with our ambitions for the UTC to be a regional resource. </p>
<p>&#8220;I will be engaging with pupils and parents in all our nodal points and running a series of events across the region so that they can actively engage with our exciting new college.</p>
<p>&#8220;The Lincoln UTC is greenfield in every way and I am delighted to be leading this new and innovative educational model,&#8221; she added.</p>
<p>Lincoln UTC will be open to students from September 2014 when it will greet some 260 students in years 10 and 12.</p>
<p>The student population should then incrementally increase until it operates at a full capacity of 640 students from September 2017.</p>
<p>Lincoln UTC will aim to provide an additional educational choice to the young people in the area, with a curriculum influenced by the employers and businesses.</p>

<p>The online and paper based survey found £434,235 was spent in Lincoln on that day, helping to boost local businesses and Lincoln as a whole.</p>
<p>In total, 375 residents and visitors were asked questions about their time participating or spectating the Lincoln Grand Prix, and how they spent their money on things such as entertainment, food, shopping, travel and accommodation.</p>
<p>With an average spend of £86 per person, it is estimated 80% visited Lincoln purely for the Lincoln Grand Prix and of those surveyed, 98.5% said they would return to the Lincoln Grand Prix and Sportive again next year.</p>

<p>Ian Emmerson OBE, organiser of the Lincoln Grand Prix, said: &#8220;Once again, the economic benefits of a major cycling sporting event, which the Grand Prix is arguably one of the best in the country, shows the benefit that can be brought into the city.</p>
<p>&#8220;The benefit is very similar to that of 2012, which means a total of almost £1 million has been brought into the area over the cycling weekends. </p>
<p>&#8220;It&#8217;s public knowledge that the Grand Prix is <a href="http://www.lincolngrandprix.org.uk/site/news/63-looking-to-the-future-" target="_blank">currently bidding</a> for the British National Road Race Championships in 2015, and the survey results are a vital part of making the case for the city to host such an event,&#8221; he added.</p>
<p>Marc Rhodes, Events Officer at Lincolnshire Sports Partnership, said: &#8220;Events such as these are extremely important in helping to boost the local economy and we’re delighted with the results of this survey and the big impact the Gran Prix has had.&#8221;</p>

<p>The incident took place at around 5.50am on Tuesday, June 11, when offenders broke into a commercial building on the road. </p>
<p>It is not thought anything was taken. </p>
<p>Lincolnshire Police attended the scene and arrested two local men, a 44-year-old and a 38-year-old, in connection with the incident.</p>
<p>The two men are currently assisting police with their enquires.</p>

<p>During works to replace concrete and steel reinforcement from the middle decks, exposing the steel reinforcement, it has been discovered the work needed to secure the structure is more extensive than initially predicted.</p>
<p>The car park closed in March for a planned 20 weeks. Work has now stopped on site until the new specifications have been drawn up.</p>
<p>The City Council, which owns the car park, is currently drawing up plans for the extra work. This is expected to be completed by the end of the month, when new timescales and costs will be released.</p>
<p>John Bibby, Director of Housing and Community Services at the City of Lincoln Council, said: &#8220;Our initial target of 20 weeks for the completion of improvement works at Lucy Tower Street car park was based on surveys undertaken by our consultant structural engineers.</p>
<p>&#8220;However, once the project began it became increasingly obvious that the site needed more extensive work than had initially been anticipated. This unforeseen issue did not come to light until the concrete was cut away to reveal the steel reinforcement beneath.</p>
<blockquote><p>&#8220;Safety is our first priority and the level of corrosion we found in the steel was worse than had been anticipated. This must be addressed as part of these works in order to ensure the structural integrity of the car park for the future.</p></blockquote>
<p>&#8220;We are currently working with contractors, consultants and engineers to see how we can get the required works completed as quickly and safely as possible and to the highest of standards. It is vital that, once reopened, we don&#8217;t need to close the building again for the forseeable future.</p>
<p>&#8220;This extra work is inevitably going to cause a delay in the completion of the project, this is unavoidable and we apologise for this inconvenience. We will make the extent of the delay clear to all as soon as we have that detail available.&#8221;</p>
<p>The <a href="http://thelincolnite.co.uk/2013/03/where-to-park-in-lincoln-without-lucy-tower-or-thornbridge/" target="_blank">extra car parking provisions</a> put in place during the closure for Lucy Tower will remain in operation until the car park reopens.</p>
<p>The council will be notifying businesses in the area this week and will keep Orchard Street car park open for public pay and display parking as long as Lucy Tower car park is closed. </p>
<p>Lucy Tower car park was built in the 1970s and is constructed primarily of reinforced concrete. Over recent winters the cold weather and salts brought in from the roads has caused corrosion to parts of the car park leading to the decision to close the 458-space car park for essential repair works.</p>
<p>The initial estimated cost of the works was £1.1 million. The works are expected to extend the life of the car park by 20 years. </p>
<p>Lucy Tower brings more than £850,000 per year in revenue for the council.</p>

<p>The fire was reported to Lincolnshire Fire and Rescue at around 3.45am and was put out quickly using two water backpacks.</p>
<p>Two wooden medieval doors leading to Lucy Tower have been damaged in the fire. </p>
<p>Lincolnshire Police also attended the incident and searched the grounds using police dogs. No intruders or trespassers were found.</p>
<p>Police suspect the cause of the fire was arson and are investigating. They are calling for any witnesses to get in touch via 101 number quoting incident 29 of June 11.</p>
<p>Rachael Thomas, Castle development manager, said: &#8220;It&#8217;s disappointing that somebody would want to do this to the castle. </p>
<p>&#8220;Thankfully, the fire was quickly extinguished, but there was damage to two doors leading up to Lucy Tower. </p>
<p>&#8220;We&#8217;re now assessing the damage to see whether they can be repaired or need to be replaced. In the meantime, we&#8217;ll be helping the police with their investigations.&#8221;</p>
