Plans to convert a former Lincoln dental practice into a one-bed flat have been submitted after the applicant said the business is not viable.
Oliver Cox already had permission to turn the majority of the former Thomas Powell & Associates Dental Practice at 157 High Street into four apartments on the rear ground and upper floors, but had previously been denied the opportunity to convert the commercial premises to the front.
At the time City of Lincoln Council’s planning team said that because the premises was located on a primary shopping area the flat would not contribute to the High Street.
They said further evidence was required to prove low demand for the unit.
In a report to the authority, Mr Cox has now said he advertised the the premises through various online methods as well as local letting agents.
Images provided alongside the evidence show it was offered at £800 per calendar month (£9,600 per annum).
His evidence also includes a letter from the letting agent confirming the amount of interest and lack of commitment from any potential tenants.
“As such, due to the unique residential appearance of this building and evidence showing a lack of demand, we feel it is now appropriate for the ground floor element of this site to be converted to residential,” he said in his submission.
“There is a demand for affordable accommodation in Lincoln city centre, with its ease of access to a multitude of community facilities, the abundance of shops and strong employment opportunities.
“Therefore, due to the practical and sustainable location of the existing properties; and with the added benefit of existing nearby amenities, the building has been identified as a suitable location for providing small units of accommodation, aimed at young professionals and skilled workers. ”
Thomas Powell closed its doors in June 2021 after 140 years of family business in the city with owner Thomas and wife Agnes set to retire.
At the time Mr Powell said that COVID had seen the loss of several staff with just a few left to do emergency work.
The dental practice opened in the 1880s under the hands of a Mr Uttley, where Mr Powell’s grandad and grandmother worked.
