In North East Lincolnshire, the election is expected to be close with the Labour-minority group looking to retain control and the Conservatives looking to gain power.
There will be an election for one councillor in 15 wards.
However, in the ward of Immingham, there will be two councillors elected due to the death of Councillor Mike Burton.
