It was his final Full Council meeting
Lincolnshire County Council leader Martin Hill praised the work of outgoing chief executive Tony McArdle who is leaving the authority.
The current chief will step down after more than 12 years in the role at the end of the month.
A search to find his successor will also begin later this month.
The council hopes his replacement will be appointed at a meeting of the Full Council on May 11, before fully taking over the reins in July.
In the meantime, the council approved Executive Director for Environment and Economy Richard Wills as head of paid service and returning officer for county council by-elections.
Councillor Hill said: “This was his final Full Council meeting. It’s been a very successful 12 years because we were in some difficulty when he arrived.
“I became leader shortly before he arrived and I’m pleased to say together, and working with other councillors and officers, we are in a much stronger position instead of being considered a bit of a basket case.
“We are now one of the most respected councils in the country.”
