Delay for Sincil Bank parking permit scheme

Councillors want to see the parking problems in person

A parking permit scheme for Sincil Bank in Lincoln will be delayed while councillors see the area for themselves.

It would aim to tackle the packed streets between Sincil Bank Drain, High Street, Pennell Street and Portland Street.

The majority of residents were in favour, with many complaining that shop workers used the parking spaces all day.

However there was concern that the cost – £26 for the first permit and £52 for a second – was too much during the cost of living crisis.

Members of Lincolnshire County Council’s Planning and Regulation Committee voted to visit the affected streets before making any decisions.

Chair Councillor Ian Fleetwood said: “As the high street becomes more pedestrianised, employees are looking to park in this area for free while they’re at work.

“This will help to stop the squeeze – however it will displace those workers further along the high street.”

Permits would be required between Monday to Saturday, 8am to 6pm.

There would be some bays where non-permit holders could park for two hours.

Councillor Paula Ashleigh-Morris said that since the scheme had the potential to “upset a vast amount of people”, she wanted to see the area in person.

Councillor Marianne Overton added: “If it was needed, residents would be calling for it in big numbers. We could end up in a position where they still can’t park, but it will cost more.”

Council officer Jackie Gibson said the proposals had been supported by two-thirds of residents, with only 17 objections received.

The council also agreed with suggestions that double yellow lines on Scorer Street and Sibthorp Street were removed to allow more parking spaces.

The scheme would be managed by the City of Lincoln Council.

A visit will be arranged for the committee, and the permit will be decided at a later meeting.
